Overview
The purpose of this online course is to help all Illinois Mandated Reporters understand their critical role in protecting children by recognizing and reporting child abuse. Everyone who suspects child abuse or neglect should call the Illinois Department of Children and Family Services Child Abuse Hotline to make a report, but Mandated Reporters are required by law to do so. An estimated 125,000 Illinois children are abused or neglected each year, and one in five kids are abused before age 18. DCFS receives, investigates, and acts upon a report of child abuse or neglect every five minutes, child sex abuses every two hours, and a child death by abuse or neglect every day-and-a-half. Despite the increase in reports, many serious cases of child maltreatment go unreported, even by mandated reporters. Some reporters believe that “it doesn’t do any good” to make a report. Other reporters may not be open to the possibility of child maltreatment and may therefore deny its presence. The lack of specificity in the law and its definitions of abuse and neglect can create many “gray areas”, leading to confusion for reporters. In making a report, mandated reporters are in the best position to identify signs of harm to children and to take the steps necessary to help protect them. This activity was designed to increase awareness of the procedure for making a report and knowledge of what happens once a report is accepted. If mandated reporters can make the most effective reports, the available resources for protecting children can be put to the best use.

Objectives

At the conclusion of this activity, participants should be able to:


  1. Recognize the signs of child abuse and neglect.
  2. Define the types of child abuse and neglect.
  3. Determine what professions/individuals are mandated to report.
  4. Review your role as a Mandated Reporter.
  5. Evaluate your legal obligations as a Mandated Reporter.
  6. Assess when and how to report abuse and/or neglect to the Hotline.
  7. Identify the steps and tools to use when making a child abuse report.
  8. Discover which groups of children may be at a higher risk of being abused or neglected.
  9. Describe the process that occurs after a hotline call is made.
  10. Recognize unconscious bias.
